Sometimes.

Specifically: Some 7200 processors, 6500/7600, 10000, 12000, CRS-1.
Everything below 7200 is processor based afair. But the guys at Cisco
have done some tweaks, for example, most forwarding takes place already
in the interrupt-handler.
