I'd go further and say that developing a project plan upfront with
sensible resource and time estimates is crucial, then provide for any
shortfall before beginning the implementation. Re-jigging things while a
project is in flight due to bad planning usually proves more costly than
having wiggle room in your resource base from the start.

Of course most geeks dislike proper project management and are generally
over-confident in their ability to make good estimates.
